At the 2025 World Bank Land Conference in Washington, D.C., Minister Dangiwa unveiled Nigeria’s bold Renewed Hope Agenda for Land Administration, a transformative initiative aimed at modernizing land governance nationwide. Central to this agenda is the National Land Titling, Registration, and Documentation Programme, designed to unify fragmented state-level land records into a digitized, accessible national framework. This program is projected to unlock over ₦300 billion in dormant land assets, reduce transaction costs, and enhance tenure security for Nigerians, especially underserved communities.
“Through the Renewed Hope Agenda, we are repositioning land as a tool for empowerment, investment, and national prosperity,” Minister Dangiwa stated, underscoring the government’s commitment to equitable land access as a foundation for growth.
- Harmonizing Shoreline Development Licensing
Recognizing the complexity of regulatory overlaps, FMHUD has taken proactive steps to collaborate with the Nigerian Inland Waterways Authority (NIWA) to streamline shoreline development licensing in Lagos. A joint technical committee was established to clarify roles, eliminate duplication, and enforce sustainable guidelines for shoreline developments, ensuring orderly urban growth in critical coastal areas.
Minister Dangiwa emphasized the need for “one government” coordination to eliminate conflicts and promote sustainable urban development, a move hailed by NIWA’s Managing Director as a “significant step toward resolving longstanding institutional overlaps”.

In partnership with the German Development Cooperation (GIZ), FMHUD is advancing energy efficiency and climate resilience in Nigeria’s housing sector through the Partnership for Energy Efficiency in Buildings (PEEB). This collaboration aims to mainstream green building practices, reduce carbon emissions, and introduce innovative financing models such as green mortgages under the Federal Mortgage Bank of Nigeria’s National Housing Fund scheme.
